1.Basic overview of project: Sino-Saudi joint venture world-class refining and chemical base
total investment of 83.7 billion yuan panjin, Liaoning, China huajin Ami fine chemical and raw material engineering, is now fully into the trial drive stage. The project is a benchmark project for Sino-Saudi energy cooperation. It is located in the Liaobin Coastal Economic Development Zone in Panjin, China. It covers an area of 8.97 square kilometers and is jointly established by Huajin Group (under North Industries), Saudi Aramco and Panjin Xincheng Group. The project plans to produce 15 million tons/year of oil refining, 1.65 million tons/year of ethylene and 2 million tons/year of PX, of which 1.65 million tons/year of ethylene plant is the largest single ethylene production capacity in China. It will be officially started on March 29, 2023, with 32 complete process units and a complete set of public works system.
The project is divided into two major sectors: oil refining and chemical industry: 18 sets of core units in the oil refining sector, covering the main production capacity of atmospheric and vacuum distillation, light hydrocarbon recovery, hydrocracking, aromatic combination, etc. There are 14 units in the chemical sector, which produce HDPE, PP, LDPE, POE, propylene oxide, ABS and other high-end chemical raw materials, of which 200000 tons/year HDPE units have been completed in June 2026, 300000 tons/year HDPE device synchronous supporting construction. Saudi Aramco is not only involved in investment, but also a long-term stable supply of crude oil, the export of international mature process packages, to ensure low energy consumption, high output.
2. construction full-cycle node: full completion of infrastructure, supporting system landing
after three years of full-speed construction, the project has completed the mechanical completion of the whole device and the full coverage of public works. In August 2025, the main substation of the plant area was successfully powered; on December 25, 2025, the four core devices were completed, marking the completion of all 32 sets of main devices in the plant. In 2026, the supporting system will continue to land: the air pressure station will be put into operation in January, the core process unit will be handed over in June, the general berth of marine transportation and large crude oil storage tank will be put into operation in July, and the boiler and water, electricity and wind system of the whole plant will be fully ready for operation in August. As of September 10, 2026, the 300000-ton crude oil terminal has completed VLCC loading and unloading, the crude oil storage and transportation system has been fully opened, and the project has officially shifted from the construction stage to the preparatory stage for production.
3. commissioning rhythm: three-step linkage feeding, steady release of production capacity
at present, the single-machine test run of more than 8000 rotating equipment in the project is basically completed, the equipment parameters are all up to standard, and the air separation device continues to trial-produce industrial gas. The project adopts a layered and safe production scheme, starting from the crude oil feed of the atmospheric and vacuum distillation unit, and is divided into three main lines of diesel cracking and reforming, residual oil hydrogenation catalysis and ethylene downstream unit step-by-step linkage test run, with a mature group and a group put into production to ensure the operation stability of the unit to the maximum extent.
4. core process advantages: a number of technology leading domestic, international standards.
The project is equipped with a number of sets of international and domestic advanced technology, differentiated competitiveness outstanding: the introduction of UOP, TechnipFMC, Rums and other international mainstream technology, landing the first domestic refining chemical carbon four combined device, the world's largest single-line metallocene PP production capacity, while the use of domestic HPPO environmental protection process, no by-product emissions. High conversion hydrogenation, large-scale residual oil hydrogenation, high-efficiency ethylene cracking and other core units, greatly improve the utilization rate of heavy raw materials and high-end chemical yield, cost and quality advantages are significant.
5. Global Supply Chain Impact: Reshaping the Chemical Supply Pattern in Northern China
after the project is put into operation, it will process 15 million tons of crude oil annually, produce 46 types of petrochemical products, with a total output of 14.28 million tons, with an annual benefit of over 100 billion yuan, which can drive 150000 jobs and leverage 500 billion -800 billion yuan of upstream and downstream investment. For a long time northeast China refineries are mainly fuel oil output, high-end olefins, aromatics, fine raw materials supply shortage, high degree of external dependence. The project will fill the gap in high-end materials in the north, form a high-end fine chemical industry cluster in Panjin, promote the northeast petrochemical industry from "fuel type" to "material type" upgrade, long-term reshape the supply pattern of olefins and aromatics trade in northern China and even the whole country, is the global chemical traders focus on tracking the new core capacity.
