How to Select a Phenol Supplier: Key Points of Qualification Verification, Plant Identification and Quotation
when purchasing phenol, the most error-prone is not the price negotiation, but the wrong supplier.
Phenol is a Class 6.1 hazardous substance (toxic substance). When a batch of goods goes wrong, the loss is often not compensated by the difference in price: the delay in customs clearance, the delay in customs clearance, the substandard specifications affect the downstream equipment, and the solidification of molten goods takes several days to reheat. The first step: distinguish between factories, traders and factory self export
there are three types of subjects quoted in the market, and their risk points are completely different.
Factory (with production device): Can directly control the quality and production capacity, stable specifications, long-term supply is guaranteed. The disadvantage is that the supply of equipment during maintenance will be affected, and small batch orders are usually not accepted.
Traders: Flexible MOQ, ability to match goods, fast response. The disadvantage is that the price and quality depend on its upstream, and you cannot directly trace the production batch.
Factory self-export (factory-direct export): The factory set up its own foreign trade company to sign a contract. The main body of the contract, the consignor and the manufacturer are the same, and quality problems can be traced directly to the device.
How to determine which category the other party belongs to? 3 ways:

Phenol supplier evaluation list: 6 items
the following six suggestions are scored one by one, and caution should be exercised if any of them fail.
1. Qualification and Compliance (qualification) hazardous chemicals business license, import and export rights, ISO 9001 quality management system. When it comes to export, it also depends on whether there is a list of identification results for the use of dangerous goods packaging (commonly known as dangerous package certificate).
2. Capacity and supply stability ask three questions: what is the regular monthly supply quantity? When is the equipment maintenance time? How to ensure the supply during the maintenance period? It is usually not the factory that cannot answer.
3. Specification and quality inspection what is the purity index? Does each batch provide COA(certificate of analysis, quality inspection list)? Is there a batch number on the COA? Unstable index is more troublesome than low purity -- the downstream device operates according to a fixed formula.
4. Form and packaging molten or liquid (solution)? ISO tank or barrel? The form determines the transportation temperature requirements and the UN number on the customs clearance document, which must be consistent.
5. Transport and documents do you have the qualification of dangerous goods transportation? Can you provide complete customs declaration documents? Can the registration status required by the destination country (such as EU REACH, Korea K-REACH, Turkey KKDIK) be clearly explained?
6. Response and after-sales how long will it take to reply to the inquiry? How to deal with the problem after the goods arrive at the port? Is there a fixed docking person?
How to verify that a phenol factory is real
the phrase "we are the factory" has no cost. Here are five verification methods, ranked from high to low in terms of confidence.
Look at the production unit: Require live video of the installation and tank areas instead of promotional photos. Real factories can be photographed at any time, and traders will find various reasons to delay.
Check COA batch number: A recent COA is required to see if the batch number can correspond to the production date and tank number. If the batch number is missing or the format is confused, be on guard.
Look at customs declarations and dangerous packages.: The name of the consignor on the customs declaration shall be consistent with the subject of the contract. These two documents can directly prove that it exports itself.
Video Inspection Factory: It is proposed to conduct a 30-minute video inspection of the factory to see the tank farm, loading platform and laboratory. Regular factories will accept, pure trading companies will refuse.
Try the order first: For the first time, it is suggested to start with small quantities and enlarge the order after acceptance.
Phenol is divided into solid, molten and solution according to its form. The UN numbers are 1671, 2312 and 2821 respectively. This number must be consistent with the real thing, otherwise customs clearance will be deducted.
The six items to look at in the quotation are not just the unit price.
Also quoted at $1100/ton, the actual cost may differ by more than 5%. Look at the following six items at the same time when looking at the quotation.
1. Unit price and currency: Whether tax is included and in what currency.
2. Trade terms (Incoterms): FOB, CFR or CIF. The terminology determines who bears the freight and insurance, and also determines where the risk is transferred.
3. Form and Purity: molten or liquid, what is the purity. These two items directly affect your receiving and storage arrangements.
4. Packing and loading capacity: ISO tank usually contains 20-24 tons and 200kg per barrel. Different packaging forms, unit price and logistics costs are different.
5. Payment Method and Delivery Period: Letter of credit or wire transfer, how many days will it take for delivery.
6. List of documents: Whether COA, SDS(safety data sheet), hazardous package certificate and certificate of origin are complete.

COA cannot be obtained, or there is no batch number on COA; -

FAQ
factory and traders, choose which is better? Long-term stable procurement, high requirements for specification consistency, preferred factory or factory self-export. Traders are more flexible for small quantities and varieties of goods. The key is not identity, but whether the batch can be traced back.
How do you judge if the other party really has a device? The most effective method is to require real-time video inspection of the factory, to see the tank area, loading platform and laboratory. Secondly, see whether the name of the consignor on the customs declaration is consistent with the subject of the contract.
How big an order should be placed for the first cooperation? It is suggested to make a minimum order quantity test order first, and then enlarge it after passing the acceptance and the document process runs through. The supplier said that there is REACH registration, how to confirm? You can ask the other party for the REACH registration number and check it on the official website of the European Chemicals Agency (ECHA). Note: When exporting to the EU, the registration obligation is usually on the importer's side, but the supplier should be able to explain the registration status.
The price is much lower, can I buy it? First ask the source of the low price: inventory, by-product materials, or specifications are different. The price difference of bulk chemicals usually has a clear reason, and the low price without reason is mostly accompanied by specification or document risk.
What if the quality does not match after arrival? The formal contract will stipulate which COA or third-party test results shall prevail. It is recommended that the acceptance criteria and dispute resolution methods be stated in the contract and that the retention sample be retained.
